Summary:

You are unable to change any settings in chain and repeating command blocks,

however it does work on impulse command blocks.

Impact:

Unable to modify or use any chain or repeating command blocks, which makes it extremely difficult to work on maps.

Repro Steps:

Create new world
Run "/give @s command_block"
Place command block down
Modify block type to chain or repeat
Exit out of menu
Attempt to interact with the command block

Observed Results:

Unable to open the command block menu.

Expected Results:

Able to open the menu for chain and repeating command blocks.
