Sound volumes change on world reload

Verification builds: Minecraft.Windows_1.14.2001.0_x64_UAP.Publish_Test

Summary:

Volumes of sounds change when reloading a world. In this case, this is the Minecraft explosion sounds (which I believe has a hardcoded min_distance?)

Sometimes I can't hear the explosion when it happens far away from me. Normal Minecraft behaviour is that the sound travels quite far.

Impact: It's becoming difficult to be able to balance audio in our maps because of not knowing when sounds work correctly or not. Players will also experience our maps incorrectly.

Repro Steps:

  1. Download the attached world
  2. Load up the world and fire a few rockets.
  3. Save and quit
  4. Reload the world and fire a few rockets
  5. Keep repeating until you notice volume changes.

Observed Results: Volume changes on reload

Expected Results: The volume should always be the louder version, and not the quieter version.

Screenshots/Videos attached: Yes

Notes: Please ask @Greggo on Slack for the world download

We have not altered the vanilla explosion behaviours here. This is an explosion being attached to the snowball as a component.
