Sound volumes change on world reload

Summary:
Volumes of sounds change when reloading a world. In this case, this is the Minecraft explosion sounds (which I believe has a hardcoded min_distance?)
Sometimes I can't hear the explosion when it happens far away from me. Normal Minecraft behaviour is that the sound travels quite far.
Impact: It's becoming difficult to be able to balance audio in our maps because of not knowing when sounds work correctly or not. Players will also experience our maps incorrectly.
Repro Steps:
- Download the attached world
- Load up the world and fire a few rockets.
- Save and quit
- Reload the world and fire a few rockets
- Keep repeating until you notice volume changes.
Observed Results: Volume changes on reload
Expected Results: The volume should always be the louder version, and not the quieter version.

We have not altered the vanilla explosion behaviours here. This is an explosion being attached to the snowball as a component.
