Summary:
Special characters are not showing correctly in the store description.

Impact:
Confusion by the customer why these characters are shown.

This makes the description harder to read.

Repro Steps:

1. Set the Language to Dutch (Or any other than English US)
2. Navigate to the Tiny Footprint Texture Pack
3. Look at the description of the Tiny Footprint Texture Pack store page.

Observed Results:
The special characters are not showing correctly in the store content description

Expected Result:
The special characters are showing correctly in the store content description

Regression Build:
Unknown (This came with us updating the content)

Notes:

Entered this bug because MCM-911 is not updated.

The description is also not in sync with the correct live version, it is currently from an older submission.
