Store Does Not Prompt Players Of Available Content Updates

Summary:
The store no longer prompts players of available content updates.

Impact:
Lava and water textures will break for any user using an HD texture pack.

Repro Steps:

     1. Purchase a piece of content on the marketplace which frequently receives update
     2. After the content receives an update, view the my pack's tab
     3. Blue update tab will be missing here
     4. The Update button will be missing on the product page in favor of an Activation button

Observed Results:
Blue update tab in My Pack's is missing. Update button is replaced by Activate button on product page. No download or progress bars are shown.

Expected Result:
My Pack's page should have an update prompt. Product page should have an update button. Download or progress bar should be displayed when updating.
