particle motion inverted causing a weird look

Summary:

particle motion inverted from previous builds

Impact:

Looks bad and unprofessional. Particles are used to convey information and when things like the motion doesn't work, it makes them not good to use.

Repro Steps:

1. See attached particle file given to greggo on slack
2. load it up in world
3. look at it

Observed Results:

in 1.14 the particle motion  switched from going inwards to going outwards for no apparent reason.

Expected Results:

the particle motion should move the same as it does when it was created in 1.12 and shown to be working in 1.13
