Summary:
Area Effect Cloud particles are always black
Impact:
We (Hive Games Featured Server) use Area Effect Clouds in hub and games for high performing, ever-lasting particle effects. The workaround is visually less appealing, requires "packet spam" (constant sending of particles) and as such is heavy on the users network and framerate. This makes our server less appealing to play visually and makes the game feel laggier.
Repro Steps:
Repro in vanilla: use any lingering potion that shouldn't be black, use it, observe the lasting effect is black.
Repro in server: spawn any area effect cloud, set a color that isn't black, observe the color is black.
Observed Results:
The area effect cloud (or "lingering potion") is always black
Expected Results:
The area effect cloud is the correct color.

This did not occur in any 1.12 build, latest tested 1.12.0.28
Notes:
On the community tracker, this is often marked as a dupe of an old incorrect-color bug. However, this is a NEW issue: the client simply no longer listens to the color setting of the actual cloud.
