Tab Completing coordinates should parity Java.

Summary:
Tab Completing coordinates should have Java Edition parity. Currently, the first press of tab creates "~", and you have to press tab again to get the coordinate to come up. This isn't logical, as tab completing the coordinate is the point of this feature. These should be swapped so the coordinate populates first.
Impact:
The typing of the command does not parity Java.
This also slows the development of creating content as it requires me to input 6 keystrokes instead of 3.
Repro Steps:
- Load up 1.13 bedrock
- Create a Default world with cheats enabled
- Look at the block you want the coordinates.
- Open chat and type /setblock then press Tab to autocomplete the coordinates.
- Observe it takes 2 keystrokes to tab complete
- Then open Java Edition 1.14
- Repeat steps 2 through 4
- Observe it takes one keystroke to tab complete
Observed Results:
You will have to skip over the tilde when tab completing to get the coordinates. While in Java it prioritizes the coordinates of the selected block.
Expected Results:
You should get the coordinates prioritized over the tildes if you have a block selected when hitting tab and only have tildes if you are not looking at a block, as done in Java.
