Summary:
After the 1.13 update users experience broken seagrass textures when seagrass is grown next to glass.

Impact:
Breaks certain textures.

Repro Steps:

     1. Create new 1.13 world
     2. Build a glass wall next to seagrass.

Observed Results:
Water texture becomes invisible, seagrass

Expected Result:
Seagrass texture appears normally without invisible water or repeating texture.

Regression Build:
Did not occur in 1.12

Notes:
This occurs in vanilla as well and on PC and Xbox
