Summary:
After the 1.13 update users on high-end mobile devices can no longer load 128x resolution subpacks.

Impact:
Players are unable to access part of a product they paid for despite being able to run it.

Repro Steps:

     1. Download the "Chroma Hills" resource pack from the marketplace.
     2. Load the pack on a high-end mobile device.
     3. Attempt to load 128x subpack.

Observed Results:
128x subpack is no longer available.

Expected Result:
User will see all available subpacks.

Regression Build:
Did not occur in 1.12
