Summary:
Performance degrades significantly in areas with high number of player entities.
Impact:
Players on weaker devices, including Xbox, are less likely to spend time and money on servers. This results in lower CCU, DAU, MAU and revenue.
Repro Steps:
- Join a Featured Servers with high players in the hub areas, for example, The Hive
- Monitor the FPS and "laggy" feeling
- Compare to R12
Observed Results:
The FPS is significantly lower than R12 in areas with player entities.
Expected Results:
The FPS should be close to R12

Yes. FPS is hard to show properly in a video (as even non-laggy XBOX recording may look laggy), so following repro steps on consumer hardware is advised.

Servers use fake-player entities for anything with a custom skin. Because of this, it's not rare to have 80 or more player entities at spawn. However, this performed fine in R12.
