Sand/gravel breaks even when dropping very few and randomly/inconsistently

Summary:
Sand/gravel breaks itself randomly and inconsistently when dropping.
Impact:
Blocks not acting consistently is a problem, especially when coupled with bug MCM-859, the player could get erroneous items in their inventory causing for a bad player experience in adventures. If a falling sand block stair case falls, and some of the blocks turns into items randomly, this could also cause a player progression to stop.
Repro Steps:
- Open the repro world (attached).
- Walk down the corridor pressing the buttons randomly
- eventually a sand/gravel will break itself,
Observed Results:
sand/gravel will break randomly under its own weight. Even when there is only a handful of sand entities dropping. it seems inconsistent when/why it happens. But seems to happen more often when more than 1 row of gravel is dropped at a time.

Expected Results:
Unless sand/gravel is dropping in invalid locations or is timed in a way that it's dropping inside itself or another entity, it should be able to fall on other sand blocks. These are only 2 high stacks and for them to sometimes break for no apparent reason is a problem.

Because of MCM-859 which results in erroneous block drops and the gamerule not working, this is a bigger issue as a result.
