Summary:
Sand/gravel turns into an item when it breaks itself even with tiledrops off
Impact:
Gamerules not doing what they're supposed to is a problem, especially when coupled with bug MCM-860, the player could get erroneous items in their inventory causing for a bad player experience in adventures.
Repro Steps:
- Open the repro world (attached).
- Walk down the corridor pressing the buttons randomly
- note that on the first button press, the gamerule gets updated to gamerule dotiledrops false
- eventually a sand/gravel will break itself
Observed Results:
When the sand/gravel breaks under its own weight, it drops an item.

Expected Results:
When tiledrops are off, no tiles should drop ever, whether you break them yourself or if they break themselves.
