Player can rotate past custom mob lock_rider_rotation when in third person

Summary: When riding a mob with lock_rider_rotation, you can rotate past the range simply by entering third person mode. When you leave third person mode, you revert back to the center.
Impact: This affects a small mechanic in an upcoming map.
Repro Steps:
- Download and open the attached world (same world as
MCM-850) - Right-click the cow to ride it
- Look to the left until you can't look any further
- Press F5 and look all the way around the cow
Expected Results: Can't look past the restriction regardless of third person mode.
Observed Results: In third person mode, you can rotate in ways that you can't otherwise.

Notes: Does not affect vanilla boats. Cow has near-identical behavior file to boats, so I would expect behavior to be the same.
