Hardcore Island villagers are harming the player again

Summary: The follow-mode villagers in Hardcore Island deal damage to the player, despite having 0 attack damage and 0.01 reach multiplier.

Impact: Fairly annoying, this was a blocking issue when this map was submitted.

Repro Steps:

1. Download and open Hardcore Island.
2. Spawn 10 or so villagers
3. /tag @e[type=villager] add follow
4. /effect @e[type=villager] instant_damage 1 0 true

Expected Results: Villagers follow you but do not hurt you.

Observed Results: Villagers hit you, dealing no damage but playing sounds and knocking you back.

Notes: It's definitely possible this was the case in the regression build and it just didn't happen during our testing. However it's most likely a bug regardless, considering the behaviors here.
