[MCM-811] Tagging player to play raid clear animation not displaying animation.

Also not working in: 1.13.0.9, 1.13.0.10 (but could have been related to tagging issue which is seen as resolved in 1.13.0.12)

Summary:

Tagging player to play raid clear animation not displaying animation.

Impact:

Tagging the player to show the raid complete animation for other effects is a key effect in Traveling Trader & Extreme Speed Runner (new map released this week)

Repro Steps:

Open the repro world (given to Greg in slack)
Press the button next to Billy

Observed Results:

When you press the button, nothing happens. The player is tagged with vsave and then it is removed, this happens correctly, but the player behavior does not respond appropriately.

Expected Results:

The modified raid clear effect should play on the players screen when the tags are added and removed.
