Text entry issues- Repost of MCM-192 and MCM-190.

Verification builds and Platforms: Minecraft - Release_804987, which I think was about October of 2018. Has happened in every build since.

Summary:
In any chat window, ctrl+a to select all, then immediately typing a character puts the chat cursor behind the character typed. Also, can no longer use CTRL + arrow keys to quickly navigate around chat.

Impact:

Due to the way text boxes work in Bedrock, you can't click in a specific spot in the middle of your text to start typing. Losing the quick jump to navigate the box has significantly slowed down development. Having the cursor appear in places it shouldn't after a select all action is annoying and causes mis-types.

These bugs (MCM-190 and 192) were initially closed due to "changes coming with Gameface". These have been reposted at Quinn's request.

Repro Steps:
1. Open a world on a PC
2. Press t to open chat
3. Type some characters
4. Ctrl+a (this selects the chat in the box, although it isn't shown in the UI)
5. Type a character. Notice that the cursor is now behind the character you've typed
6. Type another character. Notice it appears behind the first character instead of after it

1. Open a world on a PC
2. Press t to open chat
3. Type a sentence such as "The quick brown fox jumps over the lazy dog"
4. Hold the ctrl key and use the left arrow to attempt to jump words. Notice the cursor only moves one character despite holding down ctrl

Observed Results:
Listed above, inputs are not as you would expect.

Expected Results:
Text input should be consistent with other text applications, such as Notepad.
