Minecarts no longer rotate their riders to face the direction of travel.

Summary:
Sometime between the two builds listed above, Minecarts lost the behavior where they rotate their rider to face the direction of travel. We used this feature in Elf Patrol to create a toy train which appeared to ride on tracks, but was actually riding a minecart below the floor with the seat shifted up ~4 blocks. This allowed us to create an entity that the player was prevented from interacting with, but was able to be "on rails".

We have a mini-game which would benefit from this technology, and sat down to re-use the same mechanic, only to find out it's broken.

Impact:

Blocks an important game play feature for a high priority project. See team channel for more info.

Repro Steps:
1. Download "Elf Patrol" from the store.

2. Activate cheats, put yourself in creative mode, and /tp @s 181 104 335

3. /setblock 165 99 325 redstone_block

4. Watch the train

Observed Results:
The train doesn't rotate with the tracks

Expected Results:
The train should look as if it were following the tracks in the direction of travel.
