Summary: Ghast keeps looking at you even when you remove all behaviors that do so.

Impact: There are existing maps on the store that change behavior of ghast in this way and they suffer as a result, Solar 2 being an example. In addition when behaviors don't work as expected this reduces trust in Minecraft systems

Repro Steps:
1. Open the repro world "Ghastly issues"

2. Go near the ghast and walk around it.

Observed Results: The Ghast keeps looking at you and rotates to keep looking at you.

Expected Results: See included behavior and note that there is nothing in there that should allow the ghast to exhibit such behavior. It should not be looking at you and should stay looking the same direction always.
