Fence item texture wrong in hand and in GUI

Summary:
Fence item has wrong UV

Impact:
The item looks weird in hand and in GUI. It directly impacts visual quality of content and can't be fixed by content creator. The UV has been improved in this build but should be improved again to definitely fix this issue

Repro Steps:
1. Get a fence item in hand

Observed Results:
The fence item has bad UV in inventory slot and in hand.
It's very noticeable in GUI and only noticeable on horizontal bars in hand.

Expected Results: Fence item looking like the fence in world
