[MCM-797] Jillager does not change her profession in Traveling Trader

Summary: Jillager does not change her profession in Traveling Trader

Impact: Jillager changing profession is a pivotal part of the experience. It is done in order to teach the player that villagers can change professions and defeats the purpose of the map.

Repro Steps:

Download and create world Traveling Trader from Marketplace
do /give @p grindstone
make sure you are in survival mode
tp to 2017 72 14
wait for the animation to play

Observed Results: After the animation, the green particles play, but the villager does not change the profession.

Expected Results: When the green particles play, the villager should change profession into a toolsmith. This works by tagging them which does some behavior stuff and updates its profession.

Regression builds: 1.13.0.4, 1.12.0.28

Notes: I thought this might be related to https://bugs.mojang.com/browse/MCM-727 however the fact it is working in 1.13.0.4 (where ~~MCM-727~~ was still broken) indicates to me they are separate issues and there is something else going on in the background with the behavior.
