Entities with minecraft:scale_by_age flicker when adding/removing component groups

*Summary:*
If an entity has the minecraft:scale_by_age component and currently aging, the entity's visible scale will reset to normal for a tick when a component group is added or removed, regardless of whether the scaling component was changed.
Oddly enough, if the player has the minecraft:is_baby component, the flickering does not occur.

The flickering in entities that scale by age is distracting

- Create and join the provided world, and watch the chicken grow in front of you. (spawn another one if needed)

The chicken's scale will seem to flicker every second

The chicken's scale should increase steadily without flickering.
