Summary: Assert in ESR when loading world: missing block state (facing_direction)

Impact: Asserts are bad, no apparent impact on the functionality of the map though I hear Content Review is now blocking for asserts, even though they're outside of our control which is a HUGE problem.

Repro Steps:

1. Open the world ESR from the store. (map recently through QA, ask Greg for details)
2. note the assert

Observed Results: This assert but no apparent issues as a result of it. Everything seems to be functioning correctly.
