lock_rider_rotation doesn't work, glitches hand

Summary: lock_rider_rotation only works for boats now, on other entities it glitches the player's hand/targeted block around, but does not prevent rotating.
Impact: This prevents a small mechanic in an upcoming map.
Repro Steps:
- Download and open the attached world
- Ride the boat and try to spin back and forth
- Ride the pig and try to spin back and forth
Expected Results: Since the pig behavior is a copy/paste of boat behavior, it too should stop you from rotating too far.
Observed Results: It doesn't. Instead, it makes the player's hand flicker slightly and makes the targeted block change rapidly.

Notes: I also believe rotate_rider_by has never worked for non-vanilla mobs in any version. I'll create a new ticket for this if necessary.
