Lingering potions do not cause any effects

Summary: Lingering potions do not cause any effects if the gamerule "doDaylightCycle" is set to "false".
Impact: Lingering potions are not useable if the gamerule "doDaylightCycle" is set to "false". This could also cause bugs on marketplace products.
Repro Steps:
- Create a World with where the player permissions is set to "Operator".
- Throw a lingering potion with any effect
- this potion should work as normal.
- Set the gamerule "doDaylightCycle" to false (Either in-game via the command or in the world settings).
- Throw another lingering potion with any effect
- notice no effect gets applied.
Observed Results: You don't get any status/potion effect and the lingering particles are not shown as normal.
Expected Results: You should receive a potion effect and the particles should be shown as normal.
