Impact: Lingering potions are not useable. This could also cause bugs on marketplace products.

Repro Steps:

• Throw a lingering potion with any effect.
• Walk through the particles

Observed Results: You don't get any status/potion effect.

Expected Results: You should receive a potion effect.

Regression Builds: Not tested in 1.10 so unsure if this ever worked
