Summary:
Barrier blocks affect the physical world, including changing block states and stopping particles. 

Impact:
This limits the use of the barrier blocks use within development of content. 

Repro Steps:

1. Create a world in creative with cheats enabled
2. Type /give @p barrier
3. Place the barrier on a grass block
4. Observe how the barrier turns the grass into dirt, may take a few seconds

Observed Results:
The game handles the barrier block in a way which can affect the world.

Expected Results:
The barrier block does not change the grass block into a dirt block as it should not affect the physical world.

Notes:
There is inconstancy with how the barriers work within the physical world. They appear to interact with blocks and stop smoke particles, but rain particles can go through barriers.
