[BLOCKING] Spawners behaving weirdly in Adventurer's Dream

Summary:
Blaze spawners in Adventurer's Dream are spawning blazes which immediately die.

Impact:
Breaks dungeons that use blaze spawners.

Repro Steps:
1. Load Adventurer's Dream
2. /tp @p -1040 96 636
3. Watch blazes spawn and immediately die.

I attempted to reproduce this in a randomly generated world. I was able to witness the spawn and death one time, but couldn't consistently reproduce it. I submitted this as a bug because there is no behavior pack file associated with Blazes in Adventurer's Dream, and I can't see any reason that our map would cause this to happen.

Observed results:
Blazes immediately die.

Expected results:
Blazes do not immediately die.
