setblock ~ ~ ~ concretepowder returns syntax error

Summary:
Attempting to setblock concretePowder returns a syntax error.

Impact:
While it doesn't block Summer Mini-Games Festival from updating to 1.2, it does disable the scoring mechanic in one of the games.

Repro Steps:
1. Start any world
2. Try to set any block to any color of concrete powder. For example:
"setblock ~ ~ ~ concretePowder 11"
"setblock 1 1 1 concretePowder"

Observed Results:
Syntax Error

Expected Results:
Sets the block to the intended block and color.
