Clearing and giving an item back to a player at speed causes hotbar selector glitches.

Summary:
Clearing an item and then giving it back to the player via a clock causes the hotbar to spaz out. When trying to scroll through the hotbar with the scroll wheel or via number presses the selector either flips around randomly or doesn't update.
Impact:
While this doesn't really prevent us from making anything, it's an example of our current limitations to control inventory management. I wanted to report this because I felt it should be reported, but I would prefer to see a rework of the options we have to manage inventory.
Repro Steps:
- Open a world, give yourself a repeating command block and a chain command block
- Repeating block pointing into the chain block to form a chain
- Repeating command: "clear @a arrow"
- Chain command: "give @a arrow"
- Power the repeating command block
- Attempt to scroll through your inventory
Observed Results:
The cursor hops around like crazy.
Expected Results:
The cursor performs as usual.
