Summary:

Block break particles show in the wrong place when placing a block in the same location in the same tick.

Impact:

Doesn't allow us to show particles around a block while keeping the block on that location.
Breaks the animation on Cleopatra's Treasure in the unlocking room.

Repro Steps:

Import world from the attachments
flip the bottom lever to enable block breaking
flip the top lever to enable setblock in the same tick.

Observed Results:

Particles only show on the West side of the block.

Expected Results:

Particles show all around the block.
