[1.12] Polar bear head does not move during attack animation

Summary:
The polar bear’s head does not get moved in the “animation.polarbear.move” animation

Impact:
This appears broken in the vanilla game. It however also affects marketplace content, especially texture packs, which retexture or remodel the polar bear making them appear broken.

Repro Steps:
Create a creative vanilla world
Spawn polar bears until you have a baby
Change to survival gamemode
Observer the polar bear’s head not move when attacking

Observed Results:
The polar bear model appears broken. The animation does not move the head

Expected Results:
The head gets moved up during the “move” animation
