Summary:

Blocks with the correct can_place_on tag cannot be placed on snow_layer while in adventure mode.

Impact:

Breaks the "Unlock the doors" minigame in Ultimate Minigame Rush, which requires players to place colored blocks on snow tiles.

Repro Steps:

1. Create a new world
2. Place a snow_layer on the ground
3. Run the command: 

   /give @s concrete 1 14 {"can_place_on":{"blocks":["snow_layer"]}}

1. Go into adventure mode
2. Attempt to place the concrete on the snow tile

Observed Results:

The concrete cannot be placed on the snow tile.

Expected Results:

The concrete is placed.
