Summary:

TNT exploding in water does not knock players away from the explosion.

Impact:

This breaks the “Blast onto the bedrock” minigame in Ultimate Minigame Rush where players swim through water onto TNT and try to blast themselves upwards.

Repro Steps:

1. Create a new world
2. Run command: /effect @s health_boost 1000 255 true
3. Run command: /effect @s instant_health 1000 1 true
4. Build a pool of water
5. Place and light a block of TNT in the water and stand near the TNT

Observed Results:

The player is not knocked away from the exploding TNT.

Expected Results:

The player is knocked upwards, away from the explosion.
