[MCM-611] [1.12] Fireworks no longer provide an Elytra flight boost if given using /give or /replaceitem

Summary:

Firework rockets given to the player via /give or /replaceitem (with no NBT) do not provide a speed boost when using the Elytra.

Impact:

Santa's Sleigh Ride relies heavily on players being given firework rockets to remain airborne. The content is live on the Marketplace currently.

Repro Steps:

Download the content "Santa's Sleigh Ride" from the Marketplace
Proceed to the Sleigh Room on the right of the Xmas tree.
Press the lever to activate the shrink ray
Step inside the Sleigh to be teleported to the snowglobe arenas.
Fly through a golden ring to be given a firework rocket
Use the firework rocket and notice that no boost is provided.

Alternatively,

Create a new vanilla world with cheats enabled
/give @p fireworks
Equip an Elytra and use the firework rocket.

Observed Results:

Players will be unable to complete the map as firework rockets do not provide a boost. Fireworks obtained from the creative menu (i.e. with "Flight Duration:1 in their description) do work, but in Santa's Sleigh Ride players are given these items via /replaceitem or /give so do not have any extra NBT data.
