Liquid Nitrogen particle effect in new City Mash-up update doesn't appear on Midtier or Lowtier devices.

Summary:

I have created a particle stored in the file liquid_nitrogen.json and although it functions in Windows 10 and other "high-tier" platforms, it does not work on midtier devices or lowtier devices.

Impact:

Not urgent on City Mash-up but does not bode well for many future pieces of content that utilize particles.

Repro Steps:

1. Download "City Mash-up" submission V1.4.0 from Auger and load it onto a midtier device.
2. Enable cheats
3. Open the world
4. Run the following command: /tp 1391 76 -234 78.4 1.4
5. Walk through the doors and particles should appear on your right by the counter.
6. Observe the issue.

Observed Results:

Nothing happens and sometimes causes a lag spike.

At first I thought it had to do with the number of particles I was spawning so I tried lowering the max_particles to 50 but it didn't change the results.
