Severe world size inflation causing heavy RAM usage and world load. Stops the game from functioning.

Verification builds and Platforms:
1.11.0.5 Win10
Summary:
While playing the game, RAM usage fluctuates much higher than it used to, entities start freezing and this gets worse the more times you save/reload the game causing eventual degradation to the point of the world being unplayable.
Impact:
Makes Minecraft completely unplayable for everyone.
Repro Steps:
- Create a new world
- Play for a while
- Save and close the world
- open it again
- play for a while
- save and close the world
- open it again
- play for a while
- save and close the world
- open it again
- play for a while
- save and close the world
Observed Results:
Over time the save file will become an unmanagable size, even if you don't explore into new chunks. For example my world size is 10MB on disc, but is 250MB reported in game. Each time it's saved, the world gets larger and entities start freezing and become more broken.
Expected Results:
Game should run normally. Size of the world reported should be around the same as the size on disc. Mobs should be able to move as normal.
Screenshots/Videos attached: No, but I have sent a world file of a properly degraded world to Greg on Slack.
