Starting in 1.9, worlds installed through mctemplate have multiplayer always enabled

Summary:
When a world has multiplayer disabled in the settings and is installed through either a mctemplate or through the marketplace, multiplayer gets enabled again. Using a mcworld, or copying the world directly into the worlds folder works as intended.
Impact:
Causing maps that don't support multiplayer to fail for players when they log in with multiple players. Also causing Content Review issues as they are failing single-player only maps because they are seeing multiplayer enabled incorrectly.
Repro Steps:
- A
- Download and run the world named test_mp_issue.mcworld
- Go to the world settings -> multiplayer
- Observe multiplayer is turned off
- B
- Download and run the world named test_mp_issue.mctemplate
- Create a new world from that template
- Go to the world settings -> multiplayer
- Observe multiplayer is turned on
- C

- Download Lucky Block Escape from the Marketplace
- Click "create this world"
- Go to the world settings -> multiplayer
- Observe multiplayer is turned on
Observed Results:
In Repro(A) multiplayer is properly disabled
In Repro(B) multiplayer is incorrectly enabled
In Repro(C) multiplayer is incorrectly enabled
Expected Results:
**In all three repro scenarios, multiplayer should be disabled
