"Multiplayer Game = off" setting don't apply when world is packaged as a world_template

Summary: "Multiplayer Game = off" setting don't apply when world is packaged as a world_template (as is required to ship content)
Impact:
++No 'single player' maps can pass certification.
World template "Space Station Z" fails certification as a single player game.
Repro Steps:
- Start bedrock
- Click Play
- Create New
- Create New World (Vanilla)
- Multiplayer
- Multiplayer Game = Off
- Create (a vanilla world is created)
- Exit/Save & Quit
- Verify in the world options that the Multiplayer Game is Off (see screenshot multiplayerErrorInitial.png)
- Exit and package the world as an mctemplate (see attached TestMultiplayerGameSetting1.mctemplate)
- Import the new mctemplate
- Create a new world using the template
- Check the multiplayer button setting for multiplayer game
- Note that the radio button is now "On" instead of the expected "Off" (see screenshot multiplayerErrorResult.png)
Observed results:
When world setting "Multiplayer Game" is off, the setting reverts to ON when the world is being created from the mctemplate built using this world (see screenshot multiplayerErrorResult.png)
Expected results:
When world setting "Multiplayer Game" is off, the setting stays off when the world is being created from the mctemplate built using this world (see screenshot multiplayerErrorInitial.png for the expected result, as described in detail below)
