Summary: Ratings change or disappear on Marketplace UIs

Impact: The ratings change or disappear when viewing a marketplace product.

Repro Steps:

1. Go to the Marketplace
2. Select a product that ideally has visible ratings
3. Observe the number of ratings and it's average
4. Scroll down to see the breakdown of ratings in the 'ratings panel'
5. Scroll back up to the top of the product page
6. Notice that the reviews either change or disappear

Observed Results: The reviews reduce or disappear, presumably according to a different query from data loaded via the panel rather than from the main cache.

Expected Results: Reviews should be displayed consistently.
