After updating to 1.8 Chroma Hills crashes on Android devices.

Summary:
After updating to 1.8 Chroma Hills users on Android have been reporting severe crashes.

Impact:
For Android users the update renders them incapable of using the Chroma Hills pack. Xbox One users can use the pack, but receive some odd behaviors with some textures.

Repro Steps:

     **     1. Download the "Chroma Hills" resource pack from the marketplace.
     2. Create new world with "Chroma Hills" resource pack enabled.

Observed Results:
The game will crash on world load or shortly after. If world loads it will frequently load all textures as a solid black color.

Expected Result:
World is expected to load and all textures should be applied properly.

Regression Build:
These issues did not occur in 1.7.0.9

Notes:
Unintended behavior has occured on Samsung Galaxy S2 (3GB), Samsung Note 9 (6GB), Samsung S8 (4GB), Samsung Galaxy Tab A (3GB), Samsung S9+ (6GB), Samsung S9 (4GB).
