[Affecting Live Content] Construction City Command Blocks in Ticking Area don't work on Load.

Summary: On load from template, there is a high possibility of the command blocks not working in the map's ticking area. This problem was only recently reported by multiple users and has not shown up until the latest 1.8.1 build on iphone and switch. 

Repro Steps:

1. Download Construction City on an iphone or switch.
2. Open the map from template and walk through iron doors to have the npc talk to the player through onscreen text. If no text is present, then the command blocks are not working as intended despite being in a defined ticking area. If text appears, retry creating the world from the template until it fails. 

Observed Results:

1. At random attempts to play the game, the command blocks won't work and the text+ systems won't function. 
2. Upon multiple tries of loading from the template with no settings changes, there is a chance the game works as intended. 

Expected Results: The command blocks should work every time from the start of the template if they are in a ticking area. 

Impact: With the intermittent functionality of the command blocks, the map breaks for the customer, leading to multiple returns and unhappy players.
