Sign textures are invisible in City Mash-up

Impact:

Very difficult to read text. Hard to navigate. A lot of detail lost. Bank mini-game difficult to rob.

Repro Steps:

1. Download City Mash-up from Store
2. Create world from template
3. Observe the bug in front of you
