Can't search for all items in creative

Summary:
In creative you can't search for many/all items.
Impact:
taking a long time to search for items within the regular guis
Repro Steps:
1.use the new search window to find items
Observed Results: not find any uncraftable item
Expected Results: find every item when in creative mode
