Amphibious swimming husk no longer plays swimming animation

Summary:
A husk entity with custom behaviors in our map used to play a swimming animation in 1.8 but no longer does in 1.9.
Impact:
Update: Unable to get an extremely important content fix through cert.
Our model has a detached head making it very difficult for him to look up high without seeming awkward. This normally isn't an issue when he is swimming because he does this thing where he sticks his butt in the air. But now it looks very awkward watching him slide through the water.
Repro Steps:
- Download the provided behavior pack and equip it on a new world.
- Find a body of water
- Summon a husk OUTSIDE of the body of water on land.
- summon a cow inside the body of water.
- /replaceitem entity @e[type=husk] slot.weapon.mainhand 0 poisonous_potato
- Observe in 1.8 that the husk will swim. Observe in 1.9 that the husk will not.
Observed Results:
Husk walks normally towards the target cow.
Expected Results:
Husk plays a swimming animation in order to reach the target.
