[Critical] Content does not download from the Marketplace

Verification builds: 1.8.24_rc4 1(436065)

Summary: When a purchase is made, the content does not download but the user is still charged.

Impact: The user is not able to download what they have purchased.

Repro Steps:

1. Go to the Marketplace.
2. Select a piece of content (a world).
3. Purchase it with your existing Minecoin balance.
4. The UI will say the content is downloading, but the download will never complete.

Observed Results: The purchase succeeds, but the content is never downloaded. There is no way to kick the download back into action, nor a way to cancel it, nor a way to obtain a refund via the client. NB: This is a clean reboot of Windows, there is sufficient disk space available for the download on the HDD and an Internet speed test yields just under 400 MB/s (thus ruling out inadequate storage/bandwidth).

Expected Results: The content should download (or fail to download with an option to retry or abandon purchase).
