[1.9] The ghast does not show a shooting texture

Summary:
The ghast is no longer displaying the firing animation when it shots.

Impact:

The texture is not displayed leading to several pieces of content appearing to be broken. 

Repro Steps:

1. Load up a normal world in Survival
2. Enable Cheats
3. Run the following command

   /summon ghast

1. Observe the ghast when shooting fireballs face not change
2. Rerun the same text in the 1.7.10 client 
3. Observe the ghast's face changing texture 

Observed Results: 

The ghast does not display the shooting texture

Expected Results: 
The ghast displays the shooting texture
