Summary: Mobs that have empty behavior files will still look around and look at the player, and this overrides any attempts to teleport them with rx and ry arguments.
Repro Steps:
1. Create a new world
2. Place down an always active repeating command block with the command: /execute @e[type=pig] ~ ~ ~ teleport ~ ~ ~ ~5 ~
3. Summon a pig.
Observed Results: The pig spins in spurts and does not spin when it is trying to look at the player.
Expected Results: The pig spins consistently.
