I'm not able to give ratings on products. (whitelisted account)

I can't give a rating to products. Its probably because I have a whitelisted account.

Repro Steps:

1. ) Download Minecraft
2. ) Buy something
3. ) Try to give a rating
4. ) The problem was on all versions I tried. I also tested it on 3 different computers and a mobile phone. 

Observed Results:

Expected Results:

I should be able to give a normal rating.
