/say command isn't displaying special characters anymore.

Summary:
The /say command is no longer displaying "/" and "<" when using it. For example "/say <3" displays a syntax error. Or "/say You unlocked new weapons/armor!"
Impact:
In Monster Battle Arena I use some of the above examples when conveying information to the player. MBA is one of my oldest and best-selling maps. Players will find it frustrating and think it's broken when the game doesn't give feedback to their actions when they put in their upgrades. In addition, this map is part of the sale coming up which will result in many more people purchasing it and thus impacted when they update to 1.8.
Repro Steps:
- Open any world with cheats enabled.
- Do "/say <3"
- or "/say oh/no"
Observed Results:
There is no <3.
Instead, it says "Syntax error: Unexpected "<": at "/say >><<<3"
Likewise, there is no oh/no
Instead, it says "Syntax error: Unexpected "oh/no": at "/say >>oh/no<<3"
Expected Results:
I expect everything after the /say to be displayed. For example in the above it should say:
[player] <3
[player] oh/no

Regression Builds:
"/" worked fine in 1.8.0.4, it looks like it started in 1.8.0.11. However, in testing it appears < is also not working on 1.7
