Summary:
When converting 1.13.X world with the MinecraftLevelConverter, the 1.13.X chunks are empty in the bedrock map format.

Repro Steps:

1. Create a world with the 1.13.X client.
2. Convert the world to bedrock with the MinecraftLevelConverter-2.0.0-prerelease.7
3. Open the world in a 1.7+ bedrock client

Observed Results: 

The chunks generated in the 1.13.X client are empty or corrupted.

Expected Results: 
World conversion from Java 1.13.X to Bedrock 1.7+ provides a working world.
